After setting the root namespace it works

client.asAdmin(memberId).users().getCurrentAccount().getRootInfo().getRootNamespaceId();
List<SharedLinkMetadata> sharedLinkMetadataList = client
.asMember(memberId)
.withPathRoot(PathRoot.namespaceId(rootNS))
.sharing()
.listSharedLinks()
.getLinks();
