That won't be possible. In order to be able to write to the file, you're talking about sharing the file with edit access (can't write to the file if you can't edit it). If you have edit access, there's nothing that will prevent them from downloading the file.
Now if you're using a view-only shared link to the file, the shared link permissions that Mark mentions can be used to prevent downloads of the file, but the person will only be able to view the file on the Dropbox website. They won't be able to write to it.
