I can't find the Backup button under my desktop app's preferences.

It's a tab located at the top of the Preferences window. If it's not there, take a screenshot to show us what you have on the window.

Just the same screen as above, only Backup is missing..
System: Kubuntu 22.04
Dropbox daemon version: 210.4.4854
Dropbox command-line interface version: 2019.02.14I reinstalled dropbox. I tried to upgrade to no avail.

Dropbox command-line interface version: 2020.03.04Dropbox preferences still doesn't offer Backup option.
