Getting "Error: 0X80070780 File cannot be opened" when deleting files on my computer

I thought I'd found the solution in the community until discovered that Dropbox is not in my system and I can't uninstall it.  I was running out of space on my notebook and needed to rationalise, so ...

Can you please clarify what you'd like to accomplish and at what point you're getting this error exactly?
