What does starred folder mean?

What does starred folder mean? Is it only for marking purpose, or does it automatically makes a folder local?

    Starring a file or folder allows you easy access to your favourite files. These starred items will show in your "Starred" tabs across the Dropbox platforms.

    It wouldn't make a file available locally on your device. Are you looking to make certain items available locally on your device?

     

    If so, please let me know a little more info on this, such as which platform you're using and the OS version where applicable. Eg. the website, desktop app or mobile app.
