Can't Load My Files to Local Drive

My Dropbox files are all Online. But I want them locally, on my hard drive "offline" as well.

I set my preferences to "Offline" but the files aren't local. They're stuck online.

 

What am I doing wrong?

    That setting doesn't apply to the files in your account at the moment. It only applies to new files added to your account from the web or other devices. To make your existing files offline, select one or more files or folders, right click them and select Make available offline. You can even highlight all the files and folders in your account at once if you want, just make sure to give it time to sync after marking them as available offline.
