Can't upload to another users folder shared with me
Another user shared their folder with me to allow me to upload some work product I had done for them. I only have the basic free dropbox they have 3TB and they are no where near full. I can't upload ...

That's correct. If you're a member of a shared folder and you upload files to it, you're not uploading it to their account. You're uploading it to the folder that reside in your account, and that folder syncs with all other members of the share. You're still limited by the space available within your own account.
If you don't need access to the files after you upload them, ask the other person to send you a File Request instead. You'll be able to upload files directly to their account without affecting yours, but you won't be able to access the files after you've uploaded them.
Other clients Onedrive & Google Drive share options work without this arm twisting to forcing me to buy a subscription to contribute to their shared folders (folders that don't even belong to me).Those other cloud storage services are subsidized by other parts of their business (Google's ad revenue, and Microsoft's software and hardware revenue). They often operate those services at a loss to help drive people to their other services. Dropbox has no other product to subsidize their service.

The client is paying for Dropbox storage... you are asking me to help subsidize the storage they are already paying for. No thanks.

The client is paying for storage in their own account. The files you upload are stored in your account, even if you're sharing them with someone else.
As mentioned, a File Request solves this issue for you, by letting you upload files directly to your client, bypassing your account entirely.
