That's not something that Dropbox does. If you share something with someone and they don't already have a Dropbox account, they'll have the option to create one.
This is a great question that I’m sure will benefit lots of other group members, so we really appreciate you asking it.
As Rich mentioned, this isn’t something Dropbox does, but you’ll still be able to share files and folders with your contacts regardless of whether they have a Dropbox account or not.
If you’re using the Dropbox mobile app, and have given the app access to your contacts, Dropbox will suggest contacts when you share something in a dropdown menu. This will change as you start to enter your contact’s name or email address.
You can also manually upload your contacts from Google or Outlook using Dropbox.com. Here's how to do it.
Importing contacts from Google
Click on the grid icon next to your avatar or initials
Scroll down and select App Center
Search for Google Calendar or Outlook Calendar and Contacts
Click on Connect
Follow the instructions in the pop-up window
Once you’ve done this, your Google or Outlook contacts will be synced with your Dropbox account and you will see them appear as suggested contacts when you share something.

Hopefully this will help you to find your contacts a little easier; if there’s anything else you’re wondering about or you would like us to explain in more detail, just let us know and we’ll get back to you shortly 🙂
