Hi Yakman51, thanks for posting about this on the forum.
Can you clarify how you had uploaded these photos to Dropbox in the first place?
In general, deleting a photo from your Dropbox account shouldn’t affect the ones you’ve saved on your local device, but I’d like to check if there’s something else happening here.

Hi, On my Dropbox account page, there is an option to turn Camera Uploads on or off, I turned it on. It uploaded all the photos from my IPhone Photo App. I needed the photos in Dropbox for a specific project. I now would like to delete them out of Dropbox. They are no longer needed and they take up too much of my Dropbox storage. My fear is loosing the photos in my IPhone Photos App. I’ve now tested it twice, and both photos deleted from Dropbox were also deleted from my IPhone Photos App. Apple moved those two photos to “recently deleted photos” where they are permanently deleted after 30 days.

Something else must be at play here because Dropbox doesn't work that way. Deleting a photo from Dropbox, even with Camera Uploads enabled, does not delete it from the device.
Can you provide screenshots or a screen capture showing the exact steps you're taking? If so, be sure to mask any private information that may be visible.
