Just for clarification, are you trying to sync your Photos library on your Mac device into the Dropbox folder on your machine? Are you uploading the file to the Dropbox site instead?
Do you know if that file is compatible with your iPhone? Are you trying to open it in the Dropbox mobile app or the Photos app on the phone?
Any other info or screenshots would be helpful!

The Dropbox mobile app isn't able to view the Photos library file itself, as it isn't an image or a file that can be previewed.

What would then be the best way for me to get all my photos with date and time from iCloud to Dropbox? Thanks for all the help!

Depending on how your OS reflects changes when you move or copy files from one folder to another, if you move the actual photos into the Dropbox folder, they might retain their original dates and times on your machine.
However, according to the Dropbox site, the modification date of the file would reflect the current date and date, since this is the first time they were uploaded to Dropbox, and thus on your mobile app.
