I have this same problem. It has been happening for a week or two.
I am nervous about deleting the app from the iPhone because it says all data will be removed. I have offline files and two accounts linked with it, and would prefer not to set it all up again. Since it didn't help the OP, it doesn't seem like an actual solution in any case.

With some advice from dropbox support, I was able to get this to work again. I had to disable camera uploads then re-enable them. After that, everything was fine.

That worked for me too! About a week ago, with the newest version of the app, on the current iOS, my dropbox photos got stuck at "Running Camera Uploads. Scanning your photo library." Going to settings and hitting Turn off camera uploads (then I crashed it and reopened it just to be safe), then going back to settings and hitting Turn On Camera Uploads... fixed it. I am now uploading/"backing up" the 300 photos I took over my vacation to Flagstaff! Thanks DavidLaidlaw!

Same issue. Disabling and re-enabling Camera Uploads "fixed" the issue. This happened soon after I updated that app.
Though looking at the Camera Uploads history, I can see that some photos were uploaded even when the Dropbox app was stuck on "scanning your photo library". So the bug seems more UI related and doesn't impact the actual functionality.
Still a super frustrating experience. Makes me want to avoid updating the Dropbox app when I already have it working just fine. Please dogfood more. (Aren't DBX employees forced to run the beta version of the app still? 🙃 )

I had the same problem, and "fixed" it by disabling camera uploads in the app, then re-enabling it. This seems like a bug in the recent versions of the app, as it has been working perfectly until 1-2 weeks ago, with no change to the app's settings.

Thanks so much DavidLaidlaw! That solution worked for me. I've used the Dropbox IOS app for years and, recently, I've been having the same problem many are reporting in this thread.
I followed your steps:
-- In the Dropbox app, I turned off Camera uploads.
-- I closed the app (which may or may not necessary)
-- I reopened the app and turned Camera uploads back on.
-- Then I clicked on the Photos tab. All of my photos for the last several months immediately began uploading.

I am having the same issue. Appears to have started after last iOS update...? always worked fine before. Stuck on scanning photo library. it seems to work occasionally - but i can't determine what the related cause is or why. tried all troubleshooting i've seen posted - no change. Looking for answer soon....
