I'm not sure if this would do the trick for you, but have you considered using shared links (or shared folders) to achieve what you had in mind?
This would grant anyone who you share your links with edit or view rights, depending on your needs.
For the people who'd be updating the files or folders you'll be sharing, you'll be needing a Dropbox account, but not for the ones you'd be granting access through your shared links. Anyone with the shared link will be able to access and view the files your shared links point to, without the need of a Dropbox account.
