I have two Dropbox folders on my Windows machine
I somehow have Dropbox in two locations
C\Users\Doug\Dropbox (190GB - 302456 files - 22,746 folders) AND
D\Dropbox (2.73GB - 290 files - 18 folders)

I am sure the account has only had one email associated with it. But one thing I did have at one point was the paid plan, which I don't at this point. I also checked the online folder versus the one on the D drive and they matched.
Also, when I first reported this issue my C drive folder showed 190GB but after double checking I had clicked on the blank space beside my name as opposed to the actual Dropbox folder so that number was not accurate. When I checked the actual files there were only a handful which I opened and successfully saved elsewhere.
At this point I would consider the case closed. I'll just delete the folder from the C drive as nothing is apparently syncing to it anyway. Thanks for your help!
