Can't download my files - missing the "..." (ellipsis) button

I have an old Dropbox account. I got email that my storage was over the limit and I need to upgrade my account. 

When I login to the account I see a banner that says: 

Review asap: Your Dropbox is full and has stopped syncing. Upgrade for up to 3 TB (3,000 GB) of space.

My account is 3gb and I have about 9gb of files. I want to download and delete all the files and maybe move them to a free Google Drive. I see no ... menu. No option to bulk download. I can select one file at a time and there is a download option but there is no option to download everything or ever a folder.  I googled and saw there should be a ... menu on top. There is none. Only a button to upgrade where the ... should be. Please help.

    If you've followed the correct steps to download a folder from our website and you're missing elements on the page like the "..." (ellipsis) button, make sure to try from other browsers as well.

    The ellipsis button should appear on a folder on the far right of the page, when you hover over it with your mouse, but you can click on the checkbox on the left side of the folder as well to select it.

    If you don't see these options, please send us a screenshot of what you see, so we can have a visual of the issue.
