Can no longer create folder as Create button has disappeared on the website

My Dropbox no longer displays the Create button I need to create folders needed to upload files. It has worked until recently. I am a retiree volunteer on an extremely tight budget. I have no money t...

When I log in, I see the Create button for two seconds, and  then this is what I see:
