Can't upload files due to "insufficient space"

I have used 23gb of 1tb storage, but am not allowed to upload a 35gb folder because there isn't "enough free space." What am I missing?

    Are you sure it's not your local hard drive that's out of space? What is the exact message you're receiving.

Here's the exact message: The item “Craig slide scans” can’t be copied because there isn’t enough free space.
