I fixed it!
- I had to run the component services manager
- Drill down to My computer and right click my computer
- Open Com Security tab
- Open all 4 edit buttons
- Add my user name, and grant all local permissions
I should NOT have to do this though as these same permissions are granted to the Administrators group which I am a part of.
Update: I was able to remove my user account and replace with "local account" and give it local access permissions, and this works as well.

So it looks like the dbxsvc can't connect to the client in windows. Anytime I start the client, it won't start, and I get those errors in the log. After the reinstall, at least the service isn't crashing, but the client and the service can't communicate.
Also, anytime I try to start the DB client, I get this entry in the security log:
The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{2593F8B9-4EAF-457C-B68A-50F6B8EA6B54}
and APPID
{15C20B67-12E7-4BB6-92BB-7AFF07997402}
to the user SULACO\David SID (S-1-5-21-1672149472-1698274363-3170863709-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.
