Regarding your query, the best option to share quota and files with each other easily would be the Dropbox Family plan. It provides 2 TB of quota to be shared between all members, and a default 'Family room' which all members have access to. 

You can of course create shared folders elsewhere so not every member can access certain files you want to share. Of course, each member can also create private folders on their account which can't be accessed by anyone else. 

Once you have a list of documents to share, you can create a shared link, or a Dropbox Transfer to the insurance company for them to access and download the documents.
