Hello friend.
Unfortunately, after several tests I did, the only alternative I found was to delete the aforementioned folders and reinstall, thus correcting the permissions.

Hey willgoodman, sorry to hear you're having issues with this.
Could you please try a clean, advanced reinstall and let me know if you still get the same error?
If you happen to be on the Basic plan, make sure to have no more than 3 devices connected to your account as you might hit your account's device limit.

Hi Everyone,
I do have a basic version. They keep wanting me to upgrade but they don't have a more moderate plan. I need more space than I have but not the next level up. I am able to access dropbox now but I do still sometimes get the error message saying dropbox failed to open . I then go into the dropbox tab that is now situated in my finder, and it will open. Just very odd.

Thanks for your help. I uninstalled and re-installed the latest version of Dropbox. I'm now clicking on the Sign In button and nothing is happening.
