Full support for macOS 12.5 and higher has started rolling out. Broader availability will begin in November as we work to preserve the reliability and quality of our sync experience. You will be notified when you’re eligible enroll your other device as well.
So, in essence, this is an update to ensure that the Dropbox desktop app continues working seamlessly on your devices and what you noticed is actually part of this process.
We currently have a private beta, which will be more widely available in October. If you’re interested in joining, you can turn on early releases.

I’m adding here, because, as a big Adobe Bridge fan, I wanted to call out a feature that recently became problematic regarding Adobe Bridge + new DropBox folder location. I posted this in another thread... but it seemed relevant here too.
The latest version of Dropbox is now in the Library folder, which is invisible to the Folder tab in Bridge.

The Adobe Bridge Folder tab with twirl-down is the most helpful feature in my opinion, and I’m disappointed this is now not possible. Folder Tabs and the folder twirl-down feature are more useful than Content Tabs. The Folder Tab is the most useful hub for viewing files. Designers and Photographers use it constantly. I am disappointed that feature is no longer usable now that DropBox is located in Library.
I believe Apple is the only entity that can fix this (not DropBox or Adobe), because they are requiring DropBox to live in Library. Please correct me if that's not accurate.
Below is an example of how the classic folder twirl-down feature does not work on Library. The twirl-down no longer works with DropBox.

As a 40 year I/T professional (yes, I apologize for my credentials, but you wanted "someone to correct you"), the concepts are about yin/yang.
If you want to require something within your own O/S - you risk having others say "screw you" and not support your O/S.
If you get to be a big enough dog (Windows/Mac/Linux), then you bite the other dog that might say "screw you".
The bigger dog controls the smaller dog. It is not up to the bigger dog to "fix things" anymore, they don't care.
It is up to the smaller dog to find ways to make themselves continue to work - or then they die.
Though this is software, this is the way the world has always worked.

What is not clear to me is whether or not Apple is actually forcing Dropbox to move. They (Dropbox support) have not provided a reference. It would seem other apps have not yet moved everything to /Library.

No, Dropbox is not being forced to do this by Apple, it is a decision on their part. Microsoft's OneDrive operated on the same deprecated kernel extension as Dropbox did, but have found a way to allow the sync folder to live on an external drive, so this is clearly Dropbox's decision.

Hang on a minute. According to that link, MS One Drive is also being forced to use "~/Library/CloudStorage". It's just that they've found a way to hack their software so that, while the root sync root remains in ~/Library/CloudStorage, they have put the related cache file elsewhere (potentially on an external drive). This isn't so much DropBox's "decision" as much as they just haven't found a way around it the way MS has.

Well, that's the end of me using Dropbox after 12 years. I need all my files on my 2TB SSD. I can't even make a total offline backup of my Dropbox anymore, this is bad security.
There's lots of other problems too. I can't seem to get Calculate Folder Sizes in the Finder anymore - Apple must restrict this in 'cloudstorage' area, even with a Get Info I can't see the sizes of folders - whether offline or online. Not useful when organising offline/online folders.
Yeah, Apple are controlling d*ckheads who constantly make my life a misery in the name of 'security' even though we all know it's in the name of 'we want you totally locked into our ecosystem like on the ipad'.` How dare they tell me where my data or my apps (Dropbox) should be stored. I should have gone with a PC that'll teach me.
But the fact that OneDrive seemed to have a work-round shows that Dropbox don't really care about Mac users anyway.
So OneDrive it is. Annoying though. I much preferred Dropbox, but they are no good to me now.
