"The download failed"

I am running a brand new Macbook pro on the latest OS. I have downloaded the installer file without issue, but when I run it, it says "the download failed" instantly. It retries every 10 seconds and ...

I had the same problem, but it seems to work with an offline file.

but the problem now is that you cannot download the offline installer....
