If you are sharing folders to the users, then you can have free accounts accessing the folders without needing a to add them to a team account.
However, the Dropbox Basic plan can hold up to 2 GB of quota, so it wouldn't be possible to have shared folders larger than that shared on the account.

I was told to change to google docs. Let me tell the officers what you said.
I don't think we will have that much storage space needed.
