How to move a user to another Team

In general, there isn't a direct method to transfer users from one Dropbox Business team to another.
Deleting a user from a team reserves the email address for 7 days, to give the admin time to recover the account. After that time, the email can be used again to create a new empty account.
However, you could convert the user to a personal account, which is immediate, and then have them accept an invite to the annual team so they can join the other team.
