Can I regain access to a file through the shared link?

As its a shared link you need to ask who sent you it for a new one - Dropbox cannot restore it for you.
If the file is YOURS and you deleted it then its too late to recover. Recovery for free users is 30 days and paid 180. Upgrading isnt retroactive so wont work now.
