If you go to https://www.dropbox.com/account/security does the phone show up on the Devices section?
If you add a file to the phone does it appear at www.dropbox.com/home ?

encoreserviceseu, I believe Mark suggested that you add a new file to the mobile app on your phone and then check your Dropbox account online ( via https://www.dropbox.com/home ) to make sure they’re both linked to the same Dropbox account.

Does this mean that the "Setup incomplete" was just a generic email sent irrespective of account status? Because I believe the sync was always OK between web and the app
