Can I access my old Dropbox files again or do I need to re-upgrade my Dropbox account?
Last year, I canceled my dropbox ples subscription and copied my files to an external hard drive. Now it turns out that I can no longer open those files due to an error. If I upgrade my subscription back to Plus, will I regain access to everything, or is everything now permanently gone from Dropbox?

If you copied your files to an external drive, Dropbox wouldn't have anything to do with those files. Provided that the full files were copied, you should be able to open them. Exactly what error message are you getting?
Are you sure that you copied the complete files, and not just the marker file (in the case of files stored as online-only)?
Does your account still exist? Are you able to sign into it, and if so, do you see any of your files in it? Typically, you wouldn't need access to Dropbox to open files that you've copied elsewhere. Upgrading now wouldn't change that.
