I'm having the same issue "Couldn't save content" but only in Safari after iOS 17.3 update. I also use Adobe Scan and Chrome to save pdf files to Dropbox but these 2 apps work after tapping "Save to Dropbox".

I’m having the same problem. I’ve been through troubleshooting as suggested but still not working.
